I suppose they are heads, but to be proper heads they need a brain, and I don't think Hydreigon's handheads have a separate consciousness unless there's something in the anime that proves otherwise.
Zweilous has two heads that appear to be equal, unless one is a head and one is a hand, but it actually has front limbs of its own suggesting those are two proper heads. So what's going on here? Is Zweilous into Hydreigon a step down? Does it lose a head when it evolves or gain a head? When one head becomes the Hydreigon central head, does the other one die?
