art is probably the most time-intensive part of making video games, and sprites are no exception
way better use of resources to quickly remake sprites and then spend time working on something new
same reason the dex cut exists

As cringe as calling something “soul” is, the stylized sprites of Crystal have held up extremely well, and I have a hard time understanding why anyone would prefer another game’s sprites over them.

they got lazy be with some gen 1/2 backsprites because they didnt see the point on putting any extra effort on pokemon that werent available at the time

They didn't. You can clearly see changes in the spritework. Someone had to go and edit each of those sprites for Gen 3 by hand because spritework is infinitely more resource intensive than texture and model work.
Meanwhile, Gen 6 and 7 are exactly the same; with Gen 7 doing nothing but removing stuff and Gen 8 doubling down on that.

Except all gen 3 games use the same backsprites. They knew those sprites would be used in FRLG and Emerald.
