He wasn't even controlling them, they were all acting on their own. Hoopa on the other hand was controlling Dialga, Palkia, Giratina, Groudon and Kyogre.

Please tell me the Digimon lore makes at least a little bit more sense than the Pokemon lore. In Pokemon it's all mixed up and seems to be in alternative universes every time.
