No pokemon character was the champion of two regions, and if ash won the championships of two regions, he would become the very best, like no one ever was. That means the pokemon anime series will come to a close, and their won't be another one ever. So I think of Cynthia took the title from ash, or won against ash in the semifinals before facing leon, it would make a lot of sense.
