In fact the early sprites makes it more obvious it was reference to caribou/reindeer with the nose coloring going red to make it seem like the famous Christmas reindeer Rudolph. (Likely unintentional, due to color restrictions of the time)
It definitely appears to be intended for Reindeer, with GO even going so far as to put sleigh bells on them as a costume mon. Paired with Delibird it should be evident the base.
