I think it's so that they could use the sprites in other situations where a pokemon turns around, like pokestar studios. Its the same resolution as the front sprite, just shown from a closer angle

I feel you. Good sprite art is timeless. I can still go back and play all sorts of old rpgs with static sprites and it's never hampered my immersion. I think that sprite art should never have been abandoned in pokemon, but for some reason people demand detailed animation even at the cost of well designed sprites. 3d models were supposed to give the opportunities for good animation considerably more practically and efficiently than you can get out of tweening or animating sprites frame by frame. Instead, we got neither pretty sprites nor detailed animation. It's a shame.
