I would argue that Murkrow's hat doesn't make it a witch, whereas a hat evolving into a bigger hat doesn't make it a mafioso but it still makes general sense as an evolution.

It's a fedora, it's meant to evoke the image of a gentleman, while Misdreavus has a pearl necklace like a lady instead. Then when it evolve it gets a bigger hat and the white fur is reminiscent of the white shirt under a gentleman's suit. Sure it looks "mafia" but only because mafias dressed like gentlemen.
