On paper Dark and Steel were better, with Dark hitting Psychic and ghost SE and having full immunity to psychic and being weak to fighting and bug (which was largely irrelevant until Gen V), and Steel resisting almost everything in the game in exchange for 3 weaknesses (or 2 because Levitate exists) and shit offense
Dragon was only good because most of the mons that had it were 550 or 600 BST, had great coverage, and decent setup moves. It was never about the typing, but the mons that had it. It's basically given that GF added fairy to dick over Hydreigon since it didn't have a X4 weakness like other pseudo dragons. So instead of just buffing Ice a bit and adding an Ice pseudo, GF added a whole new type to check one mon in the most obnoxious way possible: total immunity to dragons (because Altaria sure was dominating VGC with it's OP dragon typing).
Fairy is more arguably worse than dragon since it get a full immunity and Steel and poison are possibly the worst offensive typing in the game. They aren't even weak to fire ( a common coverage type for other reasons besides killing fairies) while Dragon is weak to ice, which basically every water type get as coverage.
Game Freak had a situation that could have been solved by a scalpel and used a sledgehammer, because they somehow both love and hate stagnation. Enjoy whatever new type they introduce in Gen 10 that dunks on faries.
