When they became teens, Blue started feeling confused about Red, wondering why he couldn't stop thinking about him when he fucked off to Mt. Silver. Getting his champion title back didn't feel satisfying with having Red step down, so he himself stepped down and filled the role as gym leader instead. As he grew older and studied abroad in Kalos, those feelings blossomed until something else. He loved the feeling of being dominated, and he loved Red. yeah. i think people forget how amazing of a twist it was for blue to be the champion when you finally beat the elite four.
the only moment close to that is maybe in gen 2 when the rival has already cleared out victory road and has you battle him just before the exit.

I remember being utterly confused since I already saw the first season before I played the games, and knew that Gary lost. To this day it bothers me that the indigo league has never mentioned who the champion is in the anime. It can't be Prof. Oak since he's always stuck in the lab.

I think many people conflate their memories of RBY's Blue with the TV show's interpretation of the character. Blue is always losing to the player, but Gary was the Chad to Ash's virgin for years.

Which is funny because when both of them finally made it to the League, Gary lost before even getting to fight Ash and then lost to Ash in Johto and gave up being a Trainer.

Though, I guess he had enough of that since he's coming back as one soon.

The game equalizes the two of you. You both start at the same time, you both get starters, you're from the same town, you have personal history, he was your best friend. He always appears just one step ahead acting cocky, and yes, while you beat him over and over again, he keeps coming back. He has the starter with the advantage, meaning you have to overcome type. He is the definition of the word rival, a wall you must overcome. And just when you forget about him and seemingly defeat the Pokémon League, you're given the bombshell that he got there before you and is the actual Champion. He is the final Trainer, the decisive battle for glory, the beginning and the end, and he has a dramatic battle theme.

Then he appears in the sequel as the final Gym Leader of Kanto. He's grown, he's mellowed out a bit, he's still kind of cocky but even he holds Red in high regard because of your actions in the previous game. He's the Trainer closest to Red, with Red himself being a legendary Trainer who stands atop the Pokémon equivalent of Mt. Fuji as the pinnacle.

Also, Sugimori's early aesthetic lends itself to coolness far more than the more modern games. He draws determined eyes amazingly, and the rival's cocky smirk is all you need to understand him.

I mean, yes he's a jerk and asshole but if you study every encounter with him, he's always one step above player.
He's the first to be at Oak's lab.
He's the first to visit Bill's house.
He's first to see captain of SS.Anne, and point out also that he caught 50 Pokemon species by that time.
He's in Pokemon Tower long before you can actually explore it fully.
He's first to get to the top of Silph Co. building and flexes on you by NOT going after Giovanni.
Ultimately, he's the first to become Pokemon champion.

The game makes YOU try to catch up to Blue and makes sure to always rub in your face the fact that he's winning this race around Kanto even if you beat him up repeatedly in battles.
