Its stats are better than most legendaries. If you chose a random ability for it to have other than Truant, it has a 97% chance to become a top-tier threat.

Allow it to use "lazy" moves on Truant turns.
Moves like Yawn, Slack Off, Rest, Amnesia, maybe Curse and Block.

Still gets hard-walled by Protect users, but significantly better.
Being able to Slack Off or use a setup move in its off-turns at least means it's not dead weight every other turn.
