Because losing ~2m sales from the last entry IS a flop anon. It doesn't matter they're selling more on average than most other game series. Nobody expected them to match Gen I, but they should have at least equalled their peers, which they failed to do, getting outsold by a game on a console that sold less than the DS by over 65m.
That's the thing, paired releases have sold 31.38m, 23.1m, 16.22 and 17.67m before it, the next two after BW sold 16.49m and 16.2m respectively and SS is up at 19.02m so far. That old Sesame St. song's in my head "one of these things is not like the other, one of these things just don't belong". In this case, it's the game that despite doing the same thing Pokémon always did, actually failed to perform how Pokémon always did. That's the issue when you get to numbers like this, if you set a series baseline, then start to dip below that baseline, you're underperforming.
