I think what he meant was that people change that to not be the case. The secondary types he mentioned make their type matching neutral. For example, Fire is neutral on Grass/Dragon

I can't speak for him since I personally don't mind it, but I can see it fucking up balance majorly or just piquing someone's autism if the starter picks are weighted in favor of one because of "balance."

The only starters that partially ignore that core are Empoleon and Torterra (Grass is neutral against Water/Steel), but it's made up for by Torterra's Ground typing being strong against Empoleon's Steel typing. Yes, Infernape is also strong against Empoleon and Torterra is also strong against Infernape thanks to their secondary typings, but the all-important "Grass type beats the Water type, Water type beats the Fire type, and Fire type beats the Grass type" circle is still there despite two of them going against the grain.
I think Gamefreak has made a conscious effort to keep this circle in tact. If Gamefreak wanted Charizard to be a Fire/Dragon type, they probably would've designed a hypothetical Water starter to be Water/Rock or Water/Ground to keep that circle in place.

Yes, they do care about secondary types (although they don't need to be in a circle like you seem to think I'm implying) since they still affect type effectiveness, and Gamefreak clearly wanted your choice to always be weak against your rival's choice (or strong against in some cases). Hypothetically, what purpose would there be in your rival always choosing the advantageous Starter only for it to not have an advantage in the end due to your starter's secondary typing? Such goes against the entire point. Any secondary typings were deliberately chosen as to not interfere with the "Grass starter is SE against the Water starter, which is SE against the Fire starter, which is SE against the Grass starter" circle, and it's been like this every single time. It's not that hard to see.

I don't agree with some of your choices, but I do like the idea of removing some types.
While Slowking makes sense as a dual Psychic type, Slowpoke and Slowbro never really did (applies to both Kanto and Galar variants). If I made a romhack, I'd dock their Psychic type (Galar Slowpoke would be pure Poison) and give it to Psyduck and Golduck instead.
Plus it'd help Slowbro and Slowking stand out a bit more from each other. Sure, Slowbro would lose some good Psychic STAB and resists, but it'd also lose a few weaknesses too.

Luxray is usually retyped because it already has good dark coverage, and it's visually intuitive (because it looks mean, not just because it's black). That said none of the dex entries really imply it's dark type and I always saw it more as "protective older brother" energy more than the usual dark type evil/rude, similar to absol, but absol is dark for a different reason.
Electabuzz is based on an oni so it and 'vire getting dark type makes perfect sense.
