It makes no sense, all they'd have to do is change like 1 or two things like hair color, skin color and a clothing piece and you've got a unique character that doesn't feel like everything is just copy+paste. It takes no fucking effort, they could even be randomized and it'd look fine. It would at least give NPCs and the setting more individuality.
