What he said in Gens 1/3/Origins is irrelevant, and contradicts his appearances elsewhere.
They don't care though, LGPE didn't even bother to change that line so they probably consider it intentional and as other anons put it was definitely something the Origins writers were trying to make sense of.

In the games, Giovanni simply decided to fuck off after losing to Red twice. Saying that he was wrong and he wanted to be better.

In Origins, they shoved Charmander into his back story out of nowhere and Giovanni became a good guy because Red posed in a certain way that triggered his "charmanderino memories is wholesome" and just like that he got away as if he did nothing wrong while Red is smiling.

Pokemon Generations debunked this shitty fanfiction by showing Giovanni running away from the police after the events of RGB, making Origins a completely made up story to shill shitzard

In the games, Giovanni randomly became a good guy just because Red defeated him and had a "certain look in his eyes" that's referenced in HGSS despite completely contradicting what he said.

In Origins, the writers decided to try and make sense of that shitty plot point by drawing parallels between Red and Giovanni to give him a reason for randomly turning good.

Pokemon Generations retconned both by showing Giovanni running away from the police instead, making the anons' autistic headcanon fantasy about Giovanni a little more closer to the truth by keeping him in character for the events in HGSS.

Not him but I don't think what he said about not being able to face his followers necesarily meant he turned good like in Origins. There are no starter memories in stuff like LGPE or Generations
He was laying low and training was going to rejoin his unit eventually (until the Johto protag defeats him)

He doesn't turn good. He has lost four times to the same 10 year old. He has dishonoured Team Rocket and is no longer worthy of being a yakuza boss.

It's worth noting that HGSS makes explicitly clear he's not turned good. He's off training to become strong enough that he can lead Team Rocket with pride again

If you don't consider the PWT canon, then either way, it's apparent that he's wound up paralleling Red's youth in his decision to train in isolated solitude, and probably won't ever feel satisfied enough to reassert his presence to the world and try again until GameFreak shits out an excuse.

It makes sense why Origins changed it, that scene where Giovanni fucks your mom on screen and then murders children was really gruesome. Maybe the Charmander ending was just different?
