Maybe you start there, and it's pokemon on easy mode. 4 gyms, only up to level 30, 25-30 new pokemon.
Then you get a travel pass of some kind, and get to go down to Johto. It's Johto, but 3-4 years in the future, so it's a bit mixed up. with new routes, 8 new gym leaders, and the levels are higher (up to level 50 or so)
From there, you head east to Kanto, but it's 3-4 years after it was last seen in Gold version. So everything is also matured with new Gym leaders and routes. It takes you to level 70 or so knocking out those 8 gyms.
Then you take on the elite four. Once you beat them, you get permission to explore the 'uncharted' region above Kanto.
There, it's basically a new world, with camps instead of towns, another 20 new pokemon, and all the trainers are level 80. You travel around, maybe knocking out 4 'camp leaders' or something until you track down Red, who of course has levels in the 90's. You beat him and that's the game. Maybe some DLC could add new routes, Sevi Islands, Johto Safari Zone, etc.
The game wouldn't need a story, and doesn't need a villainous team. Just maybe some small fetch quests here and there to mix things up. Like How in Gold/Silver, before you can fight Olivine Gym, you need to go on a small quest to get that medicine to cure the lighthouse pokemon. Just small stuff to make the world feel a bit more lived in. But honestly, I just want to be dropped off in this world. Make it as open as Kanto in Gold/Silver, where anything goes.
This is probably a thought every kid had when playing Gen II, but still, every now and again I think about it.
I just want to explore the world, collecting and battling my favorite pokemon.
