Still that firmly lands Mahogany in the latter half of the game, which I'd say really isn't enough, especially since, like you put it, Silver's other encounters in that time frame are brief. It's no more complete than Bede's because his development isn't any more convincing, especially since he's already been having his ass kicked by you up until that point.
Also, I think it bears mentioning that Bede' arc isn't really anything like SIlver's. They both become different people, but where Silver learns he needs to train harder before talking shit, Bede learns that he's a perfectly talented trainer without latching himself onto Rose. You can even see this in both of their optional encounters after their arcs. Silver is pretty mellow and determined, whereas the first thing Bede does is say he took care of shit himself and challenge you to a rematch. He never stops really being a fuck either, he belittles Hop for changing courses form trainer to researcher and talks shit back a Avery for them both being Psychic trainers at one point, all in the GST, even though it canonically takes place well after the events of the games and DLCs have wrapped up.
I'd definitely still argue that Bede has a clearer and more defined arc though, despite the differences.
