Why didn't you play the post game of Blue/Red Rescue team? There's literally four other stories with just as much depth that you've missed out on.

Because rescue's main story was really fucking generic and kinda shit
The only good one would be Gengar's redemption, but you just need to read the wiki to learn about that
Explorers is the only great PMD game

I evolved my cyndaquil in BRT but I was told that evolving Pokemon early in blue rescue team raises EXP needed and lowers total stats gained if I didn’t evolve

No, it only changes your typing and the moves you can learn. When you reach around level 25 you'll start needing 30000 EXP points for leveling up every Pokemon.
Also Spheal is the worst Pokemon to level up because it always needs the 30000 EXP to level up, it's even worse than all the pseudo Legendaries.

for some pokemon it does, but i don't think cyndaquil is one of them
i remember evolving cubone and it suddenly needed 60k to level instead of just 30k
