And because of poor design, it doesn't make him look strong, it just makes the elite 4 look weak
This isn't helped any by the fact they only have 4 pokemon and are for the first time battle-able in any order
If they had built up N more like a tradition rival and less like a Team Plasma executive, this whole idea would have been a lot more effective

To continue the comparison with RBY, imagine if you had to fight Blue after every single gym. Suddenly, he'd seem a lot less cool, a lot weaker, and you'd be a lot more sick of hearing about him
