Samurott, Luxray, and others either don’t have good priority or don’t have good stats to take advantage of them, don’t have enough power to sacrifice a coverage move for Agility or just don’t have access to a speed-boosting move, and their speed tier of 70 is usually too high to be used in Trick Room and too low against other common mons.
Most of these mons end up being one dimensional in how they play and are outclassed in those playstyles by better mons, with any other playstyle usually not being too good.
