Eh. Definitely not the worst. Charge moves pretty balanced by virtue of needing two turns. If it wasn't on such a busted ass pokemon to begin with, it wouldn't be so bad. Fishious Rend and Bolt Beak are way more retarded.

It's a move exclusive to legendary and it's a two-turn move, meaning it either has to give up an item slot or wait a turn before it can boost.
Scald is much more stupid, essentially giving all Water types Will-O-Wisp that can also do damage.
