Team flare is such an embarrassment, at least with aqua/magma and galactic they're written to be so over the top you can't take it too seriously. With Flare they actually tried making a serious team that had actual motifs but its so completely retarded that it falls completely flat on its face.

The trouble with characters like Lysandre or Rose is that Pokemon often wants to have this picturesque landscape. Kalos and its NPCs do have some commentary on social disparity, class divide, etc. but things are never quite so bad as to justify the whole doomsday thing.
