Not really sure about the color palette, maybe the beak and legs would work better with a different color.
It doesn't look like a fearow evolution, i suggest making it a regional variant, or just making it its own species.

If you are are making your own region, specially if its for a game, forget about all official designs, pretend they dont exist, make this its own species unrelated to fearow. That way your creativity is not limited. If for example you wanted to make a water/fighting octopus, but grapploct already exists, you should still go for it, instead of using the real grapploct. As long as you execute your design to look original, you could even make a water/ghost jellyfish (preferably one that actually looked like a ghost). What i'm trying to say is that many official designs are stale or have poor executions, you can make fakemon with similar themes as some official designs that execute their themes better, and only fags that shit on everything and contrarians will complain about it being similar to official pokemon.
