Porygon-Z is literally the result of Porygon-2’s evolution going wrong because of the contents of the dubious disc corrupting it, making Porygon-Z make more sense as a side-evo than a complete evolution. It would be fair to give Porygon-2 another side-evo with a new disk to evolve into the actual Porygon-3 to complete the cycle.
