Buy tons of Repels, put a level 40 something head of your party, fly to Pallet Town, step into Route 1 and walk for a bit, if you don't find anything come back to Pallet Town and step into Route 1 again. Repeat until you find it

Always worked for me. Took about 10 minutes to find it. Make sure your first pokemon is below level 50 or whatever level Raikou is

fastest way is just play damned colosseum. I never caught it, it is trash, glitched and a pain in the ass, and I did try "le repel trick" a gorillion of hours.

A word of advice, your main pokemon should have Taunt to make it so Raikou cannot use Roar, otherwise it disappears forever. Jynx is a great catcher for this since it can learn Mean Look, Lovely Kiss and Taunt as well as Psychic or Ice Beam to deal some damage.

Probably wasn’t even an intentional punishment; roaming mon coding just sucks in gen 3. Raikou’s IV’s will be capped at 7 or so as well cause roaming mons weren’t implemented correctly.

It wasn't intentional in the sense that GF wanted you to catch them by encountering them multiple times, and slowly plinking them and then chucking balls one at a time. They didn't test for any other method other than the one they wanted.
