Pokemon go unevolved for seemingly no reason and use shitty moves because the only thing that matters is how the writers and animators want to present and contextualize the battle.
Example: Greninja uses fucking Cut of all things, because all that actually mattered was that the writers/animators had a means of giving it a physical attack that uses a ninja blade. Rhyhorn uses Horn attack because it's a fucking Rhyhorn and the writers felt that would be the most natural way to contextualize a charging move. It's still a Rhyhorn because why not? The scene wouldn't have played out any differently if it was a Rhydon.
