Extreme Speed isn't tied to actual Speed or Type, it's tied to how much GF wants to shill a pokemon, that's why Lucario and event Pikachu get it instead of Ninjask, Electrode, Jolteon, Aerodactyl, Weavile and others with an extreme speed stat

Dusk Lycanroc is one the most blatant examples of lazy shilling i've seen, looks almost the same as Midday, but with a worse palette and a much better ability (Tough Claws)
