HGSS shows he did the exact opposite of turning his life around for the better and that his training was for the explicit purpose of ensuring he considered himself worthy of returning to Team Rocket as an empowered leader, and came to find that, despite his failures, his team still beckoned his return, invigorating him all the more to follow up on their hopes. It's only because of (You) that he's stomped before he can even try it, and even if he did make it, given the timing, he would have found that Team Rocket was once again thwarted by also (You) before he could reunite with them.
And yet even after that, as seen in B2W2, he still didn't redeem himself, he doubled down on bitterness and gained an understanding that anyone is destined to fall from grace sooner or later, no matter who they are or how they try to avoid it, presumably in belief that he could use that to his advantage if he ever does enact another plot in the future.
