Merchandise is the main source of income.

So they design them to become toys from the beginning. Toys are cheaper to produce in simple shapes.

We can only hope some day the merch stops being popular and they change the artstyle. Many newwer pokémon sometimes look good in fanart because they improve the proportions

Not all of Gen 3 is entirely cartoon unlike the later gens. That Delcatty, the hood and tail are a blob but the inners of it's ears are still animalistic and there is a bit of subtlety with the legs, something that barely any Pokemon whatsoever afterwards has.
