ITT: Buff your favorite Dragon types hopelessly outclassed by Garchomp to be on par with it. Stat changes, typing, move additions allowed. Bonus points if you make it a solid pick without breaking it into Ubers territory.

So to be outclassed, they have to share the same role on your team, in this case, a dragon type physical attacker, which hydreigon is not typically used as for one, and haxorus serves a similar role as garchomp, but has dragon dance and does fine with it.
