And to be more precise about the glitch; Route 20 has no wild encounter programmed (because it's only water). So surfing on these tiles use the encounter table of the last area that had one (so if you go to the safari zone, exit and surf here, you'll find safari zone pokemon that you can battle normally).
The catching tutorial allow you to see glitch pokemon because it change the encounter table; it store your player name into the encounter table temporarily while OLD MAN is stored into your name for the battle, so flying to route 20 without reload the encounter table allow to see pokemon whose species and levels depends on your player name.
