If you're playing online, just play out some scenarios in your head and consider what seems more useful. If you Sucker Punch on your opponent's switch then Stomping Tantrum, that'll be better than if you had Earthquake. Earthquake could be better if you predict the switch and go for it immediately, but not if Tantrum hits a better benchmark than it does. For example, if EQ 2HKOs while boosted Tantrum OHKOs, then Tantrum would be better since it achieves the same result without requiring prediction (provided that using Sucker Punch would be a good play even if they don't switch). But that's all looking an optimal situation for Tantrum; if your opponent already has their ground-weak mon in and you just want to hit them, then EQ will practically always be better. That is, unless EQ doesn't hit a significant benchmark. If EQ and base Tantrum both 2HKO, then it doesn't matter if you're using the weaker move.
Basically what I'm trying to illustrate is that it comes down to what situations you expect to be using a ground move in and whether or not there's a significant difference between the moves in those situations. Think about what ground-weak mons you expect to be running into, and whether they'll be switching into your mon or coming in after something else has fainted, and use a calculator to see which situations either move is better in. EQ will probably be better the vast majority of the time, but the few situations that Tantrum is better in might just be important enough for it to be worth it. If you do all that and still can't decide, then just choose Tantrum and keep track of how often you wish you had EQ. You can always change it later.
