Swirly eyes are literally cartoon's go-to way of showing that a character is dazed or knocked out

But yes, it's to make it clear that Pokemon are unharmed and are just exhausted from the fight. In most cases, they get right back up a few seconds later, just still too tired to fight.

to be fair the easy come easy go way of nature is far detached from us, as humans in a first world society it's important that we don't consider human life frivolous and easily fleeting when we have the power to extend, preserve, and maintain life the way we can now. Fiction, media depicting people dying through movies, games, books, etc are capable of giving us that perspective back, but its more regressive to consider life as disposable especially to young minds who don't grasp context.
