>have it work on a system where using the moves for traversal is noted as "unsafe" until you get a permit for it
>can be obtained from important characters (gym leaders, professor, etc.) directly or they can contact someone to get you the permit
>wide range of moves are counted as valid for HMS
>any slash/scratch/claw/bites for Cut, any more solid move like punches/tackles/headbutts for Rock Smash etc.
>OR Pokemon themselves have a list of HMS they can use
>Strength permit is just an upgrade for the Rock Smash permit, Whirlpool/Dive/Waterfall can be upgrades for Surf permit
>if you're missing the permit it can be noted by something like "There's a rock blocking the way, I'm not sure I can safely break this yet..." whether you have a Pokemon that can use the move or not
>if you have an applicable move and the permit, your Pokemon uses it
>if you don't have an applicable move but do have the permit, you call a service that has a preset Pokemon do it for you (basically just Poke Ride as a backup)
>if GF doesn't want to make animations for each Pokemon, it can just do the same as old gens where the image of the Pokemon appears as the rock breaks/rock is moved/blob appears to surf on etc.
The two key points I can think of for making a more widely accepted system is
>immersion by having your Pokemon do it if possible
>equal traversal progression for players regardless of team
I think this works for both, and I'm sure there's a bunch of other ways you can achieve it too.
