Red left the league and returned to his journey to train even more. Blue left the league after his defeat to Red. Lance was the strongest trainer among the E4, so he took the mantle of the champion.

Decided to stay as a Gym Leader at Viridian after Giovanni disappeared.

Like I said, he went to back to his adventures. Probably went around Sevii Islands, Johto, and decided to stay at Mt. Silver to train. After his fight with Ethan/Lyra, he returned home after a long time, went to Unova for the PWT, and later on, traveled to Alola with Blue to manage the Battle Tree.

LEGALLY I think there is Alwways ONE champion and FOUR Elites SO, as Blue came thru he knocked the Ice bitch from Crystal DOWN a peg (hence WHY Red never faces her) and upon defeation of Lance becomes Champion. THEN Red shows up and kicks errybody ass and demotes Koga OUT of the E4 as well LEaving

C>Red
HOWEVER
Both Red was fundamentally NOT interested in power so he resigned his postiong making BLUE The champ again.
Then BLUE (being the jelous bitch he always was) refused to be CHAMP after loosing and decided he'd rather sulk in his OWN Jim and do things HIS way

I guess after Red and Blue left, they just promoted him once they had enough people for a new elite four.
Supposedly, the Indigo Plateau had no active champion until Blue because nobody had actually beaten the elite four in a long time. So Lance for all intents and purposes was always the active champion.

We see in Alola that E4 can have shots at reclaiming the title(and so could the gym leaders as seen with Volkner, Wallace and the Galar leaders). Whether Lance did that by beating Red or because the place was vacant is to be seen but it can happen.

We don't know. The LGPE version just decided it on a whim and that's the only instance when we do see him deciding that.

The canonicity of that event is arguable but the PWT.

Red was relegated at the League before saying fuck off and returning to his training, retreating to Mt. Silver. Blue probably want back to training too after his defeat and was offered the Viridian gym position because he was the strongest trainer after Red in the Pallet/Viridian district.

At that point Lance became the only possible substitute. In the 2 years time between RBY and GS, Lorelei quit (it's hinted in LGFR that she wanted to come back to her island with her family and pokémon) and Agatha probably died.

Actually I have this headcanon where Agatha was already a ghost as an E4, but her grave was moved or damaged when they relocated the radio tower in Lavender and her spirit disappeared or something

No one. Generations indicated that the throne was vacant, just as the games indicated. Most likely whomever was Champion simply retired, and the E4 never really saw fit to properly promote themselves likely out of respect.
