I can't find the article or video but GameFreak has talked about how pokemon have to have a balance of looking like a cool monster and a creature you can befriend. They accomplish this by making an aspect of the design have charm or look goofy. Some monsters have too many spikes, are too round, have unique patterns or generally have something "weird" about them.
For whatever reason, Turner decided that the weird charm of pokemon should now be an in- your-face theme with no subtlety. For example, toxicity would look a lot better without the literal punk look he has going. Toxel is a first stage so it has to be a literal baby dino in a diaper.. there's no semblance of realism. I can't imagine a whole horde of Intelleon or Cinderace living in a forest (Honestly gen 6 and 7 starters had this issue too).
