As for why not wait for the usually superior version, it's because people are impatient, want to play with other people for social reasons, and don't want to get spoiled. Plus there's what happened with XY where people waited for no reason and ended up having to track down copies of XY once SuMo was announced instead of Z. Similar situation with BW really. Imagine waiting for a definitive version and they announce a sequel instead.
DLC seems like a better option since players don't have to guess if the game is getting a follow up or not. And can just continue from where they left off instead of having to completely start over. I don't see GF going back to third versions next gen unless the DLC somehow made less money than previous third versions did.
