Ball is more reliable overall since it's the middle ground in terms of power, while also having no particular downsides.
Storm is for nuking shit then getting the fuck out after the SpAtk drops. 90% Accuracy will give you the middle finger too often IMO but it's a pure Grass type so that'll be the least of your worries.
I'd run either Drain+Storm or just Ball depending on the rest of your moves.
