It's not super common because better Competitive users exist, but it at least has legitimate uses; especially early in gens when the list of allowed Pokemon is restricted. Blissey, meanwhile, is absolute garbage in VGC. No offensive pressure and you can't wall two things wailing on you. At most you could maybe go for a Minimize + Psych Up strat with a partner, but because that's Blissey's ONLY "good" strategy, you know what they're going to do ahead of time, and you know how to shut it down (Taunt, or just double into Blissey before it can set up).
