In gen 9, I wouldn't cull any of them, I would cut back on the graphics of the game, and make them 2D hoenn like graphics so I focus more on gameplay, game design, and fun features rather than muh graphics. Mostly due to the fact that it's about the fun of the game, and not the graphics. As long as the graphics are good enough to the point to where I know everything that's going on, I could give less of a damn.

all legendaries and ultra beasts stay, except for eternatus.
we have to include the coomer bait (pretty much all human shaped humanoids) to ensure maximum income from that group.
cute mon also stay (alcremie and audino line for example.) cause i like them.
after that, i yeet the obvious fillers (ratatata line for example. be honest, you only evolved it for the dex entries)
regional forms also destroyed, all they do is take up space
and to compensate: pokemon home has a free national dex storage where you can store ONE OF EACH pokemon, including alternate and regional forms.
that should make as many people as possible happy while also fitting GF's laziness requirements.

General Rule of Thumb:
>All Starters
>All legendaries, mythical, and UBs minus Type:Null and maybe the Regis if they add new ones.
>All Pseudo legends
>All regional forms and evolutions
>All fossils
>Pokemon who have been in both USUM and Galar at least.
Any cut mons can be added through DLC or postgame but this is for the base game regional dex at least.

i put everything in the order of how id do it. meaning the fillers in KAAAAAAAAAAAAAAAANNNNNNNNNNNNNNTTTTTTTTTTTTTOOOOOOOOOOOOOOOOO get yote as well.
also means bug type as a whole is just deleted as that is last.

If you did this, the series would lose all of the identity it once had. Nothing would be recognizable except Pokeballs and the idea of catching and battling creatures (something that is not at all unique)

I'm fine with using only new mons, or new mons and a carefully selected small subset of old mons, in the main game. I would open it up to the entire NatDex in postgame, so you still have the option to bring up your old mons.

The rest are relegated to paid DLC and future patches, to be released in waves of 180 each, because we are increasing the animation budget beyond simple hopping for double kick. With such a small dex, the extra money can be spent on integrating each of the 180 Pokemon naturally into the environment - Traveling in herds, moving in line with their expected behaviors, eating this and that, and so on. Like a Monster Hunter game, almost.
