The world wasn't ready for it. They panned BW for superficial reasons and didn't even care to look at BW2. Then when XY tried to find an even better middleground retards went and called XY the shittiest games ever.
So they stopped trying, why care about gameplay when no one appreciates it anyway? That will be $40 + Ultura versionsu sankyuu gaijin.

They could be but it wouldn't sell much, especially if they decided to go through the reboot route. But they weren't planned as a reboot, not after gen 4 which tried to cram the old pokémon in the post-game and the connection through the old game, after the complain in gen 3 due to the lack of connection to the old games and the fact that it was necessary to buy the Gamecube games and the remake to complete the dex

People hated that they actually put effort into a game and they responded by actually not trying and since they still sold they realised they could continue to put in less and less effort but still make money thus leading to current Pokémon.
BW and their sequels were the last good games, people just cried because they couldn’t use their favourites until post game, now you can’t use it full stop.

They were already working on XY before gen 5 was released.
I can totally believe that they planned for XY to be a really ambitious project. All of that lore about the war 3000 years ago, Team Flare being aliens, infinity energy, and all of that shit. And it ended up either being glossed over or entirely removed in favor of a game more interested in reminding you of the old stuff than trying something new.
