The main issue i think is precisely that people started both with their "Done Everything" Character, thus CT has a strong first impression by being a Post-Game Legendary hunt and IoA has a weak one being all about slowly ramping up and training Pokémon with very clear cut "This is as far as you can go for now" points that basically all are at the Dojo, which is not far from the station.
