Sonic was made to take on Mario, who was created to appeal to both adults and teens in arcades, before making his way to home consoles and being exposed to children, requiring further adaptation. Sonic came in after Mario had settled himself, so had to appeal to the same broad demographics. They were for everyone, for the need to not arbitrarily cut out potential players/buyers.
By the time Tajiri thought of Pokémon, it came about due to the Game Boy's link cable and expanding on a world where kids could explore and trade creatures to battle, like he'd caught beetles and bugs to fight his friends in his youth (Japan losing greenspace due to modernisation). He never intended the series to be for a wide audience from the start, they admit the ethos of the series is the story of a young child growing old enough to leave their town and explore the world around them. That it hasn't changed only proves they intend this to be the series focus, they had many times in the past to retarget and refocus on an older part of the interest group. They don't, because they *enjoy* that kids all over the world play it, get a kick out of hearing how much kids love the series.
That the series is also far more popular than Sonic and far more adept at continually drawing in new players, compared to sonic's means the devs don't need to desperately pander to the ones they do have. After all the majority play it because they enjoy it for what it is still and that'll never change.
