Ttar's trainer should switch for sure. He'd be taking a much bigger risk staying in and losing his Ttar than Politoed's trainer would be taking by using Scald. What he should switch into is the question and that depends on his mons other than Ttar and Gastrodon.
Politoed's trainer should know Ttar's trainer's best move is switching out, and either switch himself, or use a move that would hit the predicted switch-in for the most damage.
