I think Lenora's design is inspired someone noticing that both archeologists wear aprons and old mammy stereotypes wear aprons. I don't think they expected anyone to take the design as being racist. It's less of a race thing and more of the Japanese trying to emulate an aesthetic from American culture like a lot of things in gen V.
