Water types are better users of ICe moves anyways because they have actual have defensive use so. Even if some really wanted to use freeze as a strategy, no ice type has Serene Grace so they can't even take advantage of the best aspect of Ice moves.
At best, Ice types have an advantage of not being able to be frozen, but that means fuck all if they have 4x as many weaknesses as they do resistances.
The only logical thing to do would be to rework freeze entirely. Make it so that Ice Type Moves are more likely to freeze if used by an Ice type Pokemon. However, Freeze lasts two turns at the absolute maximum. (Though considering how fast paced battle are now due to power creep 1 turn could be sufficient)
This way Ice types have a reason to exist is Freeze isn't a broken piece of shit.
