When people voted for Tyrantrum, they were voting based on their favorite Pokemon in that generation only. It's entirely possible that many of the people who voted for Tyrantrum as their favorite Gen 6 Pokemon still prefer fossils from other generations as their favorite fossil, but didn't vote for them because they liked other Pokemon more than the fossils from those gens.
