I guess it makes sense to refer to "champions" as those who already occupy that official position at the very start of your given pokemon game
so Wallace in Emerald fits that parameter, same as Lance in gen 2
Blue & N get theirs mid-game, and are more known as rival / evil team member
Red doesnt hold it officially anymore in gen 2

I don't know about that, I mean look at Red and Blue, those two are absolutely iconic characters yet they've gotten several redesigns over the years. Not drastic ones but still. It would be kinda weird if they made remakes and kept her design exactly the same.

You cannot compare a re-design of a character from the mid-ninenties from a character of the mid-00. It's VERY different times and artstyles and what-not.
Cynthia's design is very timeless. Her clothes don't feel outdated nor they scream "anime character from X era" like so many older Pokemon design do.

Some of you weren't around in 2009 when Johto merch started ramping up before HGSS got announced, let alone 2014 before ORAS, and it shows. When a regions starters start getting significant amojnts of merch, a remake is around the corner.

Blue has mostly remained the same just with new clothes. In Red's case, they tried to modernize the design but fans got so assumed about it that they're now backtracking to the classic design.

What they're saying is that Cynthia's outfit and design don't scream "90's anime" like Gen 1 and 2 designs. Cynthia's outfit is comprised of black pants, a basic black shirt, and a long black jacket with fur trim. That's a fairly timeless design especially with a late 2000's anime art style. But characters like Ethan look like a 90's anime character so they look dated and have to get redesigned.
