Because they have good colors, shapes, concepts and have been flawlessly planned so that when animated they have clear fluid movements. It is almost unfair when you compare the Camp animations of all starters you named to people like Swampert or Torterra in Amie where they straight up have no interesting quirks other than "roar and shift around"

The real problem is the anime. Pokemon's anime has a MAJOR influence on how popular a Pokemon is and can unironically change the public's opinion over night with how they're portrayed in an episode/movie.
So why is this a problem for quadrupeds? Because they're more difficult to animate. How do you make a quadruped do a cool anime pose? How do you express the same personality you can with something bipedal? How do you choreograph a fight scene with a quadruped? None of these are impossible to do, but it's a lot easier to just go with something more anthropomorphic than it is go through the effort of making a quadruped more appealing - especially for an anime that has to pump out a new episode near every single week.

Forget bipedal vs. quadrupedal, I kind of miss when starters were more like members of a species than designed like characters
Comparing the relative blank slate nature of Torterra and Blastoise vs. the prideful wrestling-heel archetype Incineroar and spy and sniping pro Inteleon. I say this started to happen in Gen 5 and Gen 6 took the routine and ran far with it

Masuda specifically said in a SwSh interview that because there is only one starter in the game instead of you finding them in the wild they felt like giving them more personality so that kids can connect with them in a more unique way that the majority of the monsters can't match.

That only reminds me of the issue that Gamefreak is under the impression that children are still the only people who like the series, and not that former children from the previous generations are grown up and still into the franchise as well. Doesn’t have much to do with the topic, but worth mentioning

The marketable starters trying to go swinging aiming for kids does not mean, in any form, that they think 'only kids play those games'. The shell being removed is for demonstration so you can get a look at torterra’s body. Which is right under the shell instead of inside of it like an actual turtle. Apparently all you have to do to for something to be a cartoon turtle is add a shell.
