They already did with alolan raichu, it has had small VGC niches and is great in smogon lower tiers.
If you consider that form a different pokemon, i'm afraid to tell you that a monotype fast electric attacker is something that wont be viable unless its stats are completely changed or its raw power is increased to regivolt levels

Regional forms shouldn't be straight buffs to the base Pokemon. Rather, just sidegrades. Alolan-Raichu is still shit, anyway. Even ingame

I've been trying to put more thought about how I set up teams. Paired Raichu up with a Quagsire and gave it air balloon., Since Quagsire can eat Surf and discharge and be fine, and an air balloon raichu can avoid earthquake it works out good. The only issue being how slow Quagsire is.

Just fucking give Alolan Raichu levitate. Surge surfer is an ability that only helps it out if you've got electric terrain out which is one of the most unlikely environmental conditions in the game. So either you have to waste a slot giving it electric terrain, pair it with another pokemon that has that move or that ability (most of which are already more viable than alolan Raichu anyway) or use gigamax electric attacks to cause electric terrain. And what do you get for your trouble? It makes your already pretty fast pokemon even faster. There's a real chance your raichu was already the fastest mon in the battle so Alolan Raichu might as well not have any ability at all. Fuck surge surfer.

Yeah, regional forms are pretty much different mons.
Different stats, different types, different abilities. You can't even change normal Raichu into A-Raichu or vice versa.
A-Raichu is a replacement, not a buff.
