Leagues are kinda tied to government (in that Gyms have some say over what happens in their city and Leagues have some intervention ability) but everything is taken care of more at the community level. Very asian buddhist/shinto idea of symbiosis between men and nature.
Kanto's not really a world superpower but its League is regionally strong enough to influence Johto (Lance in Crystal) and Alolah. Shit going on in Unova, Hoenn and Sinnoh isn't within the Indigo League's ability to influence.
